Workshop on Disability Inclusion into Commune Investment Plan, 2017
|From May 11 to 12, 2016, Phnom Penh Center for Independent Living (PPCIL) in collaboration with Cambodian Development Mission for Disability (CDMD) conducted a training workshop on “Disability Inclusion into Commune Investment Plan, 2017” presided over by Mr. Huot Hay, Admin Deputy Director of Phnom Penh Municipal Hall, to thirty five local authorities, Persons With Disabilities (PWDs), relevant stakeholders and representatives from Phnom Penh Municipal Department of Planning and Development, Phnom Penh Municipal Department of Social Affairs, Veterans and Youth Rehabilitation, National Treasury, District governors in the four districts: Porsenchey, Sensok, Dangkor, and Meanchey district; four chiefs of health center of Pochentong, Stueng Mean Chey, Teuk Thla and Porng Teuk; six chiefs of commune of Teuk Thla, Beong Tom Pun, Pong Teuk, Pleurng Chhes Ro-tes, Chomchao, and Kombol, which was held at Pochentong Restaurant.
This training workshop is intended to have all participants deeply and fully understand about the disability concepts and independent living; who PWDs are; what physical and social barriers and acceptable solutions for PWDs are; the needs of PWDs such as the accessibility at private and national sectors and public transportation; and especially, to convince all local authorities to include the disability development into the Commune Investment Plans for 2017 of each commune in each district. In particular, it is to give opportunities to PWDs to raise challenges they have confronted and request local authorities, representatives and stakeholders to fulfill their rights and needs such as facilities and accessibilities for PWDs at public and private sectors such as accessible ramps, parking space, accessible city buses, etc.
During the training, all participants were asked to work in group to find acceptable and reasonable means to solve problems that PWDs have confronted, regarding to education, employment, health care, accessibility, gender, discrimination and the protection rights for PWDs; to include the disability into the Commune Investment Plan (CIP) 2017; to discuss on the strength, weakness, opportunity and recommendations of communes and PWDs. Also, the schedule of Commune Investment Plan 2017 was successfully created by the Office of Planning and Investment.
After the training, all participants are seen to know and understand about the disability concepts; who a person with disability is; what obstacles for PWDs are; what they should do for PWDs; and how and what they should do to include the disability issues into the CIP by the slides presenting and lecturing by the representatives from Ministry of Social Affairs, Veterans and Youth Rehabilitation, Office of Planning and Development, Phnom Penh Treasury, PPCIL and CDMD Senior Technical Team.
