On January 7–8, 2026, Mr. Mey Samith, Executive Director of PPCIL, warmly welcomed Mr. MATSUGAMI Toshio, President of the Hokusetsu Suginoko-kai Association, along with his colleagues from Osaka city, Japan, who paid a study visit and exchanged experiences at the PPCIL office.
During the visit, Mr. MATSUGAMI Toshio shared information about the services that the Hokusetsu Suginoko-kai Association is currently providing and has provided to persons with intellectual disabilities, developmental disabilities, psychosocial disabilities, and physical disabilities in Japan, including:
1. To promote equal community-based living for persons with disabilities by respecting their fundamental rights and providing essential support services such as daily care and education.
2. To support persons with disabilities throughout all stages of life, including access to education, employment, healthcare, and support in old age.
3. To assess levels of autism using the TEACCH program.
4. To enhance communication and technical skills through the PECS method.
In addition, on the 8th, the President of the Hokusetsu Suginoko-kai Association and his colleagues also shared best practices with PPCIL staff and students from the National Institute of Social Affairs.
In the future, the Hokusetsu Suginoko-kai Association plans to develop an experience-exchange program focused on disability welfare systems between Japan and Cambodia.
